Senior Manager, Program Management, reporting to the Director, Broadband Deployment, this position is responsible for planning, coordinating, monitoring, and implementing very complex (multi discipline) network programs to meet organizational goals. Oversees and provides guidance to the personnel responsible for the organization's portfolio of projects. Maintains the efficiency of important aspects of the program management process such as planning, scheduling, budget, and risk assessment. Coordinates work performed by IT and Network staff and internal customers/partners by defining project and program requirements. Projects within the program may vary in number, size, and complexity.

This position will be responsible for developing a team of up to five (5) direct reports from diverse backgrounds.

Specific Accountabilities

Develops detailed program plans and manages all implementation processes including resource identification, progress tracking, monitoring change control process, testing, documentation, training, and on-time delivery within budget constraints.

  • Negotiate and confirm program scope with key stakeholders and track key performance indicators to meet business objectives.
  • Manage program financials, project risks and overall schedule in partnership with assigned project managers.
  • Utilizes expertise and leadership skills to direct staff and to resolve issues to ensure program goals and requirements are met.
  • Establish and manage contracts for services to ensure schedule and quality builds occur and FTTH Services are successfully launched.
  • Establish and maintain effective communications with Community Leaders with a special focus on First Nation participation and business opportunity in their communities.
  • Ensure CRTC, ISED CTI and CCBC reporting and claims submission are accurate and occur on-time to facilitate approvals and payments.
  • Ensure compliance to Northwestel’s Governance, Accounting, and Project Management processes within each project; this includes adhering to PMI-defined best practices.
  • Mentor and coach, the development of resources including team members (direct/indirect reports).
  • Drive innovation and simplicity - identify opportunities and drive process improvements, standardization, and enablers to gain efficiencies in project delivery and life cycles
  • Ensure alignment with Northwestel’s strategies, policies, and business objectives.
  • Other duties as assigned.

Knowledge And Skills Required

  • University degree in Business or Engineering.
  • Minimum of five (5) years previous experience as a Project or Program Manager.
  • Minimum three (3) years management experience at the professional level with a sound record of leadership achievement.
  • Proficient in project management methodology.
  • Project Management Profession (PMP) certification is strongly desired.
  • Proven ability to deliver on a portfolio, of a large and complex nature, while leveraging lean agile methodologies.
  • Demonstrated ability to gain management support and work effectively at all levels across the organization and across departments within our organization.
  • Experience in Information Technology, along with a strong background knowledge of the telecommunications industry enabling you to appropriately guide project requirements, identify risks and direct analysis is desirable.
  • Ability to manage ambiguity, uncertainty and changing priorities.
  • Actively participate in the Health & Safety program by working in compliance with OH&S Acts and Regulations, completing required training and reporting immediately to your supervisor or Workplace H & S Committee member any work-related hazards and concerns.
