Reporting to the Director, Human Resources, the Senior Manager, Organizational Effectiveness, works closely and collaboratively with the organization and is recognized as an expert in organizational design, talent acquisition, and employee development. This role drives employment equity target hiring, and ensures the company attracts, develops, and retains top talent in alignment with business objectives.

Specific Accountabilities
Leadership, Reporting, and Budgets
- Leads a team of HR professionals in delivering exceptional results by fostering a collaborative and inclusive environment in talent acquisition and employee development.
- Lead Northwestel’s initiatives in talent acquisition, and employee development through implementing and executing strategies to achieve diversity targets, build relationships with educational institutions, and increase employee development.
- Work with the HRIS Analyst to produce, analyze, and present statistical reports and metrics related to training, development, recruitment and retention from initial hire to exiting employment.
- Responsible for planning, allocating, and monitoring both the Recruitment and Training and Development centralized budgets to optimize cost efficiency, support strategic objectives, and maintain fiscal accountability.
Talent Acquisition
- Partner with stakeholders to gain an understanding of future resource requirements.
- Understand the Collective Agreement and federal legislation as it applies to recruitment and selection. Provide coaching and interpretation to all stakeholders.
- Conduct follow-up with the Leaders to determine the effectiveness of recruiting plans and implementation.
- Develop effective selection and assessment criteria and monitor consistent utilization across the organization.
- Produce, analyze, and present statistical reports and metrics as it applies to recruitment.
- Research, establish and maintain relationships with educational institutions to source future talent.
- Lead Northwestel employment equity initiatives as they relate to Talent Acquisition. Develop strategies geared towards meeting our diversity targets.
- Support hiring managers through all stages of the recruitment process.
- Coordinate and implement the summer student and coop recruiting initiatives, programs, and source careers fairs, to attend to build the talent pool.
- Manage and support relevant vendors.
- Perform other special projects as assigned.
Training & Development
- Consult with, and provide advice to, the Executive for alignment between training priorities and corporate objectives to develop training programs that support internal initiatives
- Develop procedures for monitoring and evaluating the effectiveness and suitability of training provided.
- Champion continuous improvement and empower team members to build their expertise, achieve performance objectives, and contribute to the organization’s strategic priorities.
- Support cultural change through a variety of educational programs.
- Responsible for designing the performance management process to ensure it is efficient, meets organizational requirements and managers are informed of its objectives. Support performance management process effective delivery through internal training tools.
- Identify needs for change management and provide organizational development support.
- Work with other members of the Human Resources Department to meet the team’s performance objectives, e.g., career planning, retention programs, high performance development, etc.
- Provide leadership and mentorship to all employees of the organization as required to build competencies, assist with performance objectives, and career planning.

Knowledge And Skills Required
- Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field with a minimum of seven (7) years of progressive experience in Human Resources, with at least 3 years in a leadership role. A combination of equivalent related education and experience may be considered.
- A CPHR designation is considered an asset.
- Strong leadership, relationship management, communication, presentation, problem solving and analytical skills.
- Excellent computer skills, particularly with Microsoft Office with a minimum of intermediate experience in Excel and PowerPoint.
- Previous experience using HRIS programs, recruitment databases and an understanding of organizational design fundamentals.
- Proven organizational skills and the ability to keep pace with a constantly evolving client organization.
- Keys to success in this position include high attention to detail with a focus on solutions, results, and continuous improvement as well as sound problem solving and negotiation skills with an ability to understand broad Human Resources and business issues.
