Introduction

The functional role of a Business Analyst (“BA”) is to help support the Product Owner in implementing the portal and conduct the necessary activities to ensure product fit which include:

1) Leading and supporting business requirements clarifications.

2) Creating and maintaining process maps and workflow maps.

3) Keeping documentation of project work.

4) Leading and supporting product validation and user acceptance tests.

5) Supporting training and briefings to users and stakeholders for product launches.

6) Monitoring product performance.

Your role and responsibilities

  • Manage the business requirements and functional solution aspects of the project.
  • Analyse the stakeholders’ needs to identify improvement opportunities.
  • Design and implement solutions (e.g. process optimisation, process automation, digital solutions and systems) that deliver operational excellence and productivity savings.
  • Work with the stakeholders to ensure smooth implementation of new solution, including change management activities to ensure buy-in for the solution.
  • Perform business analysis:

i. Business Analysis Planning and Monitoring: Identify stakeholders, techniques, and processes to manage, track and trace requirements.

ii. Enterprise Analysis: Refine and clarify business need, define solution scope, and develop business case.

iii. Elicitation: Explore, identify, and document business needs.

iv. Requirements Analysis: Assess current state, analyse stated requirements of stakeholders, and elaborate to sufficient detail that accurately defines business need within specified scope.

v. Solution Assessment and Validation: Source and evaluate alternatives to identify solution that best fit business needs, identify gaps, and determine workarounds/changes to the solution. Assess deployed solutions or revamped processes to see how well they met the original need.

  • Own the business logic and process design of the portal — including award lifecycle, case status flows, decision rules, notification triggers, and entity relationships. Maintain these as living artifacts updated after every engagement session.
  • Lead weekly user engagement sessions with policy and operational stakeholders. Focus questions to surface business logic, reverse-engineer the rationale behind user-proposed solutions and prevent solutioning ahead of requirements.
  • Collaborate with the design lead to ensure requirements are defined before screens are produced. Translate design artifacts (journeys, flows, screens) into BA-owned artifacts (process notes, decision logic, acceptance criteria) and vendor-consumable specifications.
  • Write user stories anchored to user journeys, with acceptance criteria vendors can build against.

​Work through the vendor delivery model (vendor PMs and technical liaisons), owning functional clarity so vendors can drive technical and non-functional decisions.

· Prepare end user documentation (training manual, user manual, business process flows) on the operation or maintenance of technical systems, or implementation of new standard operating procedures.

· Manage conflicts, issues, and changes to ensure stakeholders and project team remain in agreement on solution scope, communicate and manage expectations of stakeholders.

· Lead and perform system validation activities and user acceptance tests.

· Review performance of the solution measurement metrics and provide recommendations to continue to optimize current business processes.

· Assists with the documentation of technical design, specification, and technical solution.

· Maintains document repositories used by project teams and assists with project documentation as needed.

Required technical and professional expertise

· Business Analysis certification (Certification of Competency in Business Analysis™ (CCBA®), Certified Business Analysis Professional™ (CBAP®)) or an equivalent certification will be an added advantage.

· Hands-on experience in full project development life cycles.

· Past track record in business analysis, application solutioning and design.

· Ability to model business requirements in business process modelling tool.

· Ability to perform qualitative, quantitative and root-cause analysis.

· Ability to facilitate discussions/workshops to elicit, manage and prioritise key business needs.

· Ability to take a broad, strategic perspective as well as drill deep to understand business needs and challenges.

Preferred technical and professional experience

Knowledge in one of the following areas will be added advantage, Agile Methodology, Business Process Reengineering, Customer Relationship Management, Data Analytics, ERP, Digital and Mobile Technologies, Knowledge Management

· Knowledge of Singapore Government procurement and governance processes will be an added advantage.

· Knowledge of design thinking and workshop facilitation will be an added advantage.
