Introduction

As an Application Developer – DevOps (m/f/d), you will contribute to the development of secure, reliable, and future-ready software solutions that support critical public-sector services. In this role, you will work with modern technologies, shape innovative architectures, and help our clients drive digital transformation across government environments.

You will join a collaborative team that values technical excellence, continuous improvement, and a strong DevOps mindset. Together, we design and deliver solutions that not only meet high operational and security standards but also provide tangible value for citizens and public-sector organizations.

In this role, you'll work in one of our IBM Consulting Client Innovation Centers (Delivery Centers), where we deliver deep technical and industry expertise to a wide range of public and private sector clients around the world. Our delivery centers offer our clients locally based skills and technical expertise to drive innovation and adoption of new technology.

Your role and responsibilities

In this role, you will be part of a cross-functional DevOps and development team responsible for designing, building, and operating modern software solutions for public sector clients. Your responsibilities include:

  • Developing high‑quality, modern, object-oriented Java applications that meet security, performance, and compliance standards required in the public sector
  • Applying and further developing modern Java frameworks, especially Spring and Spring Boot, to create scalable and maintainable services
  • Designing and implementing automated CI/CD pipelines, ensuring smooth and reliable delivery processes using tools like Jenkins, Maven, Git, and related technologies
  • Designing, developing, and maintaining REST-based APIs within product-oriented and microservice-oriented architectures
  • Working with relational and non-relational databases to design robust data models and ensure efficient data processing (e.g., MySQL, MongoDB)
  • Contributing to the architecture and design of service mesh–based environments, supporting secure and resilient communication between services
  • Collaborating closely with DevOps engineers, architects, and security specialists to ensure seamless end-to-end delivery
  • Participating in code reviews, architectural discussions, and continuous improvement initiatives
  • Ensuring compliance with public-sector standards regarding security, documentation, and operational excellence

Required technical and professional expertise
  • Fluent German language skills (written and spoken)
  • Strong proficiency in modern object-oriented Java development
  • Solid hands-on experience with Java frameworks, particularly Spring and Spring Boot
  • Practical experience in building and maintaining CI/CD pipelines using tools such as Jenkins, Maven, Git, or comparable technologies
  • Knowledge of relational and non-relational databases (e.g., MySQL, MongoDB)
  • Experience designing and developing product-oriented architectures, including RESTful APIs, microservices, and service mesh environments
  • Understanding of DevOps principles, automation workflows, and modern software delivery practices
  • Ability to work collaboratively in cross-functional teams with DevOps, Security, and Architecture specialists
  • Strong analytical and problem-solving skills, with a structured and solution-oriented working style
Preferred technical and professional experience
  • Experience working within public sector or highly regulated environments
  • Knowledge of containerization technologies such as Docker or Podman
  • Familiarity with Kubernetes or other orchestration platforms
  • Understanding of cloud platforms (e.g., Azure, AWS, or private cloud environments)
  • Experience with monitoring and logging tools (e.g., Prometheus, Grafana, ELK/Elastic Stack)
  • Exposure to Infrastructure as Code (IaC) practices and tools such as Terraform or Ansible
  • Experience implementing or consuming service mesh technologies (e.g., Istio, Linkerd)
  • Familiarity with API gateways, security concepts, and identity management (e.g., OAuth 2.0, OpenID Connect)
  • Knowledge of test automation and quality assurance practices (e.g., JUnit, Mockito, integration testing frameworks)
  • Experience participating in agile development processes (Scrum, Kanban)
  • Strong interest in continuous learning, emerging technologies, and DevOps culture
