In this role, you'll work in one of our IBM Consulting Client Innovation Centers (Delivery Centers), where we deliver deep technical and industry expertise to a wide range of public and private sector clients around the world. Our delivery centers offer our clients locally based skills and technical expertise to drive innovation and adoption of new technology.
We are seeking an experienced Scrum Master to support IBM delivery teams working with public sector, and defence customers. In this role, you will guide cross-functional teams through complex application development and maintenance projects, ensuring delivery aligns with stringent client, contractual, and regulatory requirements. You will be responsible for managing scope, cost, and timelines while fostering strong collaboration across diverse technical and stakeholder groups.
Your work will focus on supporting the delivery and continuous improvement of critical systems and processes for government and defence organisations. You will coordinate implementation schedules, drive operational excellence, and ensure all solutions meet strategic, security, and compliance standards. This role demands strong leadership, a solid technical understanding, and the ability to operate proactively in high-assurance, mission-focused environments.
Responsibilities:
• Lead project planning, execution, and delivery within agreed scope, budget, and security constraints.
• Manage and support cross-functional teams, including IBM staff, client personnel, and third‑party partners.
• Oversee the implementation and enhancement of key decisioning, workflow, or operational systems used across public sector and defence programmes.
• Drive continuous improvement of processes, controls, and delivery practices in line with government and security requirements.
• Provide expertise in risk, compliance, and system assurance, ensuring alignment with regulatory, security, and organisational standards.
• Extensive experience operating as a Scrum Master and Project Manager within complex, high‑assurance environments
• Strong team leadership skills, capable of guiding cross‑functional delivery teams in fast‑paced defence programmes
• Significant experience working directly with public sector and defence clients, building trust and maintaining effective collaboration
• Strong understanding of Agile delivery, project management methodologies, and governance frameworks used in government and defence settings
• Proven ability to manage multiple stakeholders, competing priorities, and security‑driven constraints
• Experience delivering system, process, and service improvement initiatives within regulated or mission‑critical environments
• Excellent communication and leadership capabilities, with the ability to influence technical and non‑technical stakeholders
• Analytical, detail‑focused mindset with a strong commitment to quality, security, and compliance
Additional desirable skills for defence and national security environments:
• Knowledge of defence standards, secure delivery practices, and high‑assurance project environments
• Understanding of secure DevOps, CI/CD pipelines, and modern engineering practices
• Familiarity with risk management, security governance, and regulatory frameworks in government programmes
• Ability to operate effectively in multi‑supplier or integrated delivery teams
• Strong documentation, reporting, and traceability skills
• Experience with scaled Agile frameworks such as SAFe, particularly in large public sector programmes
