Your role and responsibilities

Leadership & Management oversight for Design and Construction Management of Projects across the APACJ Geography, with accountability for Delivery of Office spaces ,public areas and Technical projects on time, within budget, with right quality and adhering to IBM workplace design guidelines.

Management Contact for GRE Portfolio Leadership, Business leaders ,Project stakeholders, and External Service providers for Construction Management ,project management and design services. Maintain a thorough understanding of Core vs. Context functions within the global platform.

1.Strategy & Portfolio Alignment

  • Translate global CRE / workplace strategy into regional Design & Construction execution plans.
  • Align capital projects with business growth, location strategy, sustainability goals, and financial plans.
  • Provide regional inputs to long-range capital planning and site strategy discussions.
  • Accountable for leadership, direction and decision-making for Design & Construction Management of projects across APAC & Japan, support recommendations to the Capital Review Board, and implement the Real Estate strategies and annual capital project plan.

2. Governance & Standards

  • Own and enforce global design standards, workplace guidelines, and construction policies within the region.
  • Ensure consistent application of ESG, accessibility, health & safety, and brand standards.
  • Establish regional governance for project approvals, change control, and risk escalation.
  • Development and deployment of functional training for team members and other Key GRE stakeholders.

· Analyse, optimization and development of process and supporting tools & templates for simplification / speed to market of project delivery, promote regional/global standardization of process and associated tools working with Global COE.

· Accountable for ongoing development of partner performance criteria within specific functional discipline

3. Project Delivery Leadership

  • Lead end-to-end delivery of capital projects (new builds, fit-outs, refurbishments, exits).
  • Ensure projects are delivered on time, within budget, and to quality benchmarks.
  • Oversee feasibility, concept design, detailed design, construction, commissioning, and handover.

4. Financial & Commercial Management

  • Manage regional capital budgets and forecasts; track variances and ROI.
  • Drive cost optimization, value engineering, and lifecycle cost considerations.
  • Support business cases, payback analysis, and investment approvals.

5. Vendor & Partner Management

  • Select, onboard, and manage regional consultants, contractors, and PM firms.
  • Lead RFPs, contract negotiations, and performance management (KPI/SLA).
  • Ensure vendors comply with contractual, safety, and compliance requirements.
  • Development and deployment of functional training for our partners.

6. Risk, Compliance & Controls

  • Identify and mitigate project, commercial, regulatory, and safety risks.
  • Ensure compliance with local codes, statutory approvals, and internal audit requirements.
  • Lead dispute resolution, claims management, and insurance coordination where required.

7. Stakeholder & Client Engagement

  • Act as the primary D&C point of contact for regional business leaders and global CRE teams.
  • Partner closely with IT, Security, HR, Finance, Compliance and Legal teams.
  • Communicate project status, risks, and decisions clearly to senior stakeholders.

8. Sustainability & Innovation

  • Embed sustainability targets (energy, water, carbon, materials) into all projects.
  • Promote innovation in design, construction methods, technology, and workplace experience.
  • Support circular economy initiatives, reuse, and responsible sourcing.

9. Team Leadership & Capability Building

  • Lead, mentor, and develop regional D&C teams.
  • · Accountable for all Geo D&C team members and Partners, including project- spend and value targets. To provide thought leadership and champion a global view of Delivery and Partner Strategies within a specific functional discipline, while developing and administering the strategies, processes, tools & templates to foster best-in-class performance.
  • Build succession plans and ensure right capability mix across geographies.
  • Foster a culture of safety, accountability, collaboration, and continuous improvement.

10. Data, Reporting & Continuous Improvement

  • Establish consistent project reporting, dashboards, and performance metrics.
  • Capture lessons learned and drive standardization and process improvements.
  • Support regional and global reporting requirements.
  • Provide thought leadership and industry networking to recognize and capture available standards.

  • Key success factors include: functional subject matter expertise- Design & Construction (practical knowledge & credibility), champion improvements, ability to bridge geography and culture to influence others, analytical capacity (data capture & benchmarking), drive for urgency and simplicity, translate strategy to tactical delivery model, balance enterprise and market demands.

Projects: Oversee planning, coordinating and implementation of design and construct projects. Align with global workplace and technology team. Ensures mitigation and contingency plans are in place for all project and program risks. Accountable to lead the Design and Construction organization across the geography, providing leadership, direction and decision making to plan and make recommendations to the Capital Review Board (CRB), Expense Review Meetings with GEO Finance (Expense budget requests) and implement the real estate strategies and annual capital project plan. Oversee the teams accountable for project delivery against stated time, quality, cost, risk and experience measures. Work with S&T team ref. location strategies to engage executives to create, lead and implement strategic initiatives. Drive creative and transformative change to the design and construction functions, including but not limited to how we plan and prioritize Capital, corporate standards, vendor management of our service providers, and creative contract structures with project managers and contractors to drive cost, schedule, quality while ensuring projects are delivered within the risk appetite and the highest level of employee experience. Future focused , foresees gaps trends and influences the direction of the organization. Owns relationship management with key internal stakeholders and business partners leaders including CH&S, Security, CIO, CEA, Finance, HR and Procurement. Drives implementation of design standards and guidelines and continuous loop of documented feedback to the workplace COE. Facilitate pilots and test and learn initiatives while ensuring continuous improvement mindset is threaded through the organization. Work with Global S&T team on location strategies and engage executives to create, lead and implement strategic initiatives

Required education

Required technical and professional expertise

Bachelor’s degree in Engineering, Architecture, Construction Management, or related discipline; Master’s degree or MBA preferred. With a strong preference for advanced degree and/or ongoing coursework.

Extensive industry experience spanning more than 12-15 years. Diversity in the application of the functional knowledge is also required (i.e. multiple markets, real estate/facility types/environments, complexity, scale and span of control).

Professional certifications such as PMP, MRICS, MCR, LEED, WELL, or equivalent strongly preferred.

Experience working in matrixed, multinational organizations with regional accountability.

Professional Expertise

  • Proven leadership experience in regional or multi-country Design & Construction delivery within a global corporate real estate or occupier environment.
  • Strong understanding of Core vs. Context operating models, shared services, and COE-led governance structures.
  • Demonstrated ability to translate global strategy, standards, and policies into effective regional execution models.
  • Extensive experience managing complex stakeholder environments, including business leaders, global CRE, Finance, Legal, IT, Workplace, and external partners.
  • Track record of leading large-scale capital programs, including new builds, fit-outs, refurbishments, exits, and portfolio transformations.
  • Experience supporting or leading global / regional RFPs, vendor transitions, and performance management frameworks (KPI/SLA).
  • Strong commercial acumen with the ability to develop business cases, ROI/payback analysis, and capital investment justifications.

Technical Expertise

  • Deep knowledge of design management, construction delivery, and project governance across multiple geographies.
  • Expertise in cost planning, budgeting, forecasting, value engineering, and change control.
  • Strong understanding of contracting models, commercial terms, and risk allocation (e.g., lump sum, GMP, EPC, PM-led models).
