Your Role and ResponsibilitiesAs a Delivery Manager (Sr. DM), you will lead a portfolio of project work streams that create new and enhanced functionality/modules for the HR LOB Shared Service Center, built on the Oracle PeopleSoft platform. The Sr. DM will lead the overall project of functional analysts, system developers, and change management exp erts, providing Federal HR and talent transformation expertise, acting as the primary customer and stakeholder interface, and managing financial health of the overall project. The Sr. DM will manage the schedule, cost, and risks of the overall HR LOB project.The ideal candidate will excel at managing cross-functional teams, stakeholder relationships, and HR technology platforms while delivering exceptional employee experience outcomes. This position is onsite in Herndon, VA.
Required Technical and Professional Expertise
- Project Management Professional (PMP) Certification
- Strong knowledge of HRIS systems (e.g., PeopleSoft, Workday, or SAP) and service delivery tools.
- Demonstrated experience with project reporting/financial management
- Strong understanding of budgeting, cost allocation, and financial planning for HR services.
- Ability to analyze and manage variances between planned and actual costs, ensuring alignment with organizational budgets and goals.
- Experience Developing business cases and multi-year strategic improvement road maps
- Problem-solving, communication, and stakeholder management skills.
- Managing multiple stakholders with competing prioirities
- Strong understanding of cloud-based HR technologies, including AWS.
- Ability to obtain and maintain a security clearance from the US federal government.

Preferred Technical and Professional Expertise
- Scrum Master certification
- Familiarity with integration tools and APIs for HR technologies.
- Strong background in Lean, Six Sigma, or Agile methodologies to enhance service delivery and eliminate inefficiencies.
- Proven ability to analyze and redesign processes for scalability and sustainability.
- Knowledge of compliance and regulatory requirements, particularly in government or public sector environments.
- Expertise in change management frameworks like Prosci or Kotter to support organizational transitions.
- Strong understanding of how to align HR delivery with company culture and employee engagement goals.
