The Canada Energy Regulator (CER) works to keep energy moving safely across the country. We review energy development projects and share energy information, all while enforcing some of the strictest safety and environmental standards in the world. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the CER has approximately 600 employees. While some of our team telework from locations across the country, most benefit from hybrid workplace arrangements and the flexibility it offers. This position is located in Calgary, and a significant in-person presence at the office is required, with some travel also required periodically.

Reporting to the Executive Vice President, Regulatory, the Professional Leader (PL), Environment and Socio-Economics provides professional leadership to the Canada Energy Regulator in their area of expertise including review and assessment of facility applications, operational environmental compliance, and environmental and socioeconomic matters as they relate to the Canada Energy Regulator Act (CERA) and the Canada Oil and Gas Operations Act (COGOA); and development of regulations and standards applicable to environmental and socioeconomic regulation of federal regulated energy infrastructure. This involves providing senior level advice on key and complex technical and policy matters to the Commission, Board of Directors and Indigenous Advisory Council, senior management, and staff.
The shorter-term focus for the PL is to enhance effectiveness and certainty for other federal, provincial and territorial agencies participating in CER impact assessment processes and post approval permitting. This position will also influence structures to work with federal agencies through the assessment phase and learning and incorporating best practices from other federal agencies related to assessment processes. This includes leadership in meaningful implementation of Crown Consultation, climate impacts and cumulative effects in the CER impact assessment process as well as incorporation of Indigenous perspectives and partnerships over the life cycle of projects and CER requirements.
The PL provides expertise and advice and works collaboratively with other federal departments in the development of processes, guidance, reviews, etc. for federal impact assessments including regional assessments that may impact the CER. This expertise consists of a deep foundation of technical and applied environment and socio-economic assessment techniques paired with a broad government, non-governmental and industry professional network.
The PL must understand environmental and socio-economic impact assessment, compliance verification principles and techniques, audit principles, field logistics, as well as Indigenous and landowner rights and interests, and public engagement and participation in the regulatory process.
The role involves promoting a learning environment with a community of about 100 professionals, including oversight of the Environment, Socioeconomic and Lands community of practice, ensuring methods of capturing and sharing new learnings throughout the larger community, and aligning this learning with the needs of the CER. The role also involves internal promotion of, and commitment to, the CER’s Technical Excellence Framework and oversight of the Technical Leadership Community of Practice.
The PL ensures that the staff organization is fully supported in producing science-based regulatory advice and products and that the CER complies with the highest scientific principles in its regulatory work. The PL will act as a visible champion of science, research, and Indigenous knowledge.

Education: Degree in an environmental or socioeconomic science (e.g., Biology, Botany, Environmental Studies, Zoology, Resource Management, Sociology, Empirical social research), or a related discipline, from a recognized Canadian Institution.
Experience:
E1. Experience in leading impact assessments of major natural resource facilities.
E2. Experience with creating and maintaining senior-level partnerships, and liaising with federal government, provinces and territories, and Indigenous peoples and governments on complex strategic environmental and energy related matters.
E3. Experience coaching and mentoring technical, scientific, or regulatory specialists.
E4. Extensive* experience in presenting scientific analysis and strategic advice and recommendations to senior executives, both orally and in writing.
E5. Experience with incorporating the unique circumstances and concerns of Indigenous peoples and communities and the provision of strategic advice regarding Indigenous rights as it relates to resource development or infrastructure projects.
*Extensive is defined as having the depth and breadth of experience normally associated with having performed a broad range of various related activities which would have been acquired over approximately the last five years.
Asset Qualifications
AQ1 Specialized expertise obtained through a Ph.D. related to environmental or socio-economic sciences, including practical field experience and publication of research in the peer-reviewed scientific literature.
AQ2 Experience in development of federal, provincial or territorial regulations, or in providing policy advice on natural resource management matters.
AQ3 Extensive* experience in engagement and issue resolution with a variety of interests and stakeholders on complex projects or issues requiring collaborative approaches.
*Extensive is defined as having the depth and breadth of experience normally associated with having performed a broad range of various related activities which would have been acquired over approximately the last five years.

1. The CER has a classification system that differs from the greater public service. This NEB-14 position is similar to an EX-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to Executive Terms and Conditions.
2. Salary: Effective 1 July 2024 NEB-14, $164,000 to $204,900
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• Members of the Executive Group are currently eligible to receive a lump sum performance award as a percentage of base salary and are also eligible to receive an annual retention bonus.
