The Royal Canadian Mounted Police (RCMP) is looking for talented, skilled and motivated individuals to join our team. RCMP program managers and senior technical advisors provide expert technical advice and strategic direction in the design, development, implementation, integration, support, management and maintenance of departmental/agency IT operations in support of service delivery to internal and external clients, and stakeholders.

This position is located in a law enforcement environment which includes regular contact with uniformed and armed police officers.

Intent of the process

Anticipatory.

A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions (at full or part-time hours, including shift-work). Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, or another specialty relevant to the position to be staffed.

Experience:
• Extensive** and recent* experience managing technical specialists, such as: Determining human resource requirements; planning work activities; scheduling, assigning, monitoring and evaluating work performance; setting individual goals and priorities; staff supervision, conflict management and coaching.
• Significant** and recent* experience negotiating, networking and relationship building with clients and stakeholders to advance unit level strategies and initiatives.
• Significant** and recent* experience implementing and/or managing projects pertaining to Information Technology.
• Significant** experience preparing a variety of technical documents (such as: system diagrams, architectural diagrams, service operations document) for technical peers, staff and management.
• Extensive** and recent* experience identifying, troubleshooting and resolving IT based problems in a technical capacity.
• Extensive** and recent* experience working in a Public Safety environment in IT technical capacity.

ASSET QUALIFICATIONS:

Education:
• Successful completion of a degree in computer science, technology management or other relevant discipline from a recognized university.

Certification:
• Information Technology Information Library (ITIL) Certification (any)
• Project Management Certification, such as PMP, PRINCE II, PSM
• Security Accreditation, such as CISSP, CRISC, CCSP
• Data Management Accreditation, such as CDMP
• CCNA, or CCNP Certification
• Certified as a professional engineer in Canada or obtained a limited license in British Columbia, with specialization in electrical engineering or certified as a technology professional with one or more of the following or equivalent designations by a provincial professional organization recognized by the Technology Accreditation Canada (TAC): Certified Engineering Technologist (CET), Applied Science Technologist (AScT), or Professional Technologist (PTech).

Experience:
• Extensive*** experience establishing and managing IT related contracts.
• Recent* and Extensive*** experience in delivering or supporting IT and electronics/communications infrastructure solution(s) for Mobile Device Management (MDM) or Mobile Workstation (MWS) in a technical capacity.
• Significant** experience supporting, troubleshooting and administering technical and non-technical elements of database technologies (such as SQL, data warehousing, and data management).
• Significant** experience in designing, implementing or supporting IT network infrastructure (WAN, LAN or Data Center Networks)

Recent* is defined as the performance of duties within the past 5 years.
Significant** is defined as the depth and breadth of experience normally associated with the performance of duties on a continuous basis over approximately 2 years.
Extensive*** is defined as the depth and breadth of experience normally associated with the performance of duties on a continuous basis over approximately 5 years.

• Knowledge of mobile solutions related technologies and policies.

Conditions of employment

• Enhanced reliability status with top secret security clearance (Requires Canadian Citizenship and normally a minimum Canadian residency requirement of 10 years)
• Possession of a valid Class 5 Driver's license.
• Willingness and ability to travel throughout service area (i.e. BC).
• Willingness and ability to work extended hours, unscheduled overnight travel and/or adjust work schedule, with little or no notice, to meet operational requirements.
• Willingness and ability to provide after-hours support via operational availability (on call).
• Ability to maneuver in confined spaces, including crawling and working within vehicles, aircraft, and ships, to inspect Information Technology installations
• Ability to safely lift and maneuver heavy or cumbersome items, such as Servers and UPS, weighing up to 45 lbs.
• Willingness and ability to perform job duties in challenging weather conditions, including heavy rain and extreme cold (down to -40°C)
• Willingness and ability to provide technical support to frontline policing operations including occasional exposure to graphic materials or sensitive operational information.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the E Division RCMP, IT Operations.

Incorrect or fraudulent information provided by a candidate during the application or assessment process will result in elimination from the process.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.

Those selected for assessment should be prepared to provide the names and contact information of recent references (recent is defined as within the last 2 years):

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.

References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.
