The Technical Services Officer (TSO) works primarily from Signal Hill National Historic Site, has a team of seven staff, and is responsible for the asset maintenance at several locations in Eastern Newfoundland, including:
• Signal Hill National Historic Site
• Cape Spear National Historic Site
• Hawthorne Cottage National Historic Site
• Ryan Premises National Historic Site
• Castle Hill National Historic Site
The Technical Services Officer plans, supervises, and oversees technical services to support a planned asset management program including managing contracts and conducting on-site inspections, administering budgets, soliciting and evaluating bids, drafting contract terms and conditions, providing contractor oversight, and determining maintenance requirements while providing technical expertise and support to the Asset Manager, internal clients, staff, and stakeholders.
As the Technical Services Officer you will also be responsible for providing supervision and leadership to a team across five National Historic Sites including performance management, work plans, training, and health and safety compliance.
The assets that you will be responsible for will include a combination of roads, pedestrian bridges, buildings and structures (historic, contemporary and reproductions), cultural assets, historic landscapes, trails/boardwalks, vehicle fleet, plaque sites, and public utilities (i.e. potable water distribution and treatment systems, wastewater systems, electric power systems, solid waste systems and climate-control systems).

Post-secondary diploma in civil engineering technology, architectural technology, construction engineering technology or an acceptable combination of experience and education.
Experience:
• E1 - Experience coordinating asset maintenance activities and monitoring budgets associated with capital projects and/or operational activities.
• E2 - Experience inspecting and evaluating infrastructure.
• E3 - Experience in human resources administration including supervision, performance management and health and safety.
• E4 - Experience writing technical documents such as request for proposals, calls for tenders, and specifications.
• E5 - Experience developing work plans and budgets.
