The Canada Energy Regulator (CER) works to keep energy moving safely across the country. We review energy development projects and share energy information, all while enforcing some of the strictest safety and environmental standards in the world. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the CER has approximately 600 employees.

Duties

Reporting to the Director of the Audit, Enforcement and Investigation (AEI) Team in the System Operations Business Unit, the Technical Leader (TL) readily works within the audit team and across teams and Business Units to identify and assess risks associated with safety and environmental protection of CER-regulated facilities and activities, ensure audit plans are developed to mitigate identified risks, alter plans as necessary, and drive continual improvement. The TL assures the audit program is executed by following the audit principles and available procedures. This role leads and shapes approaches to improving performance of regulated companies and industry as a whole and facilitates building and maintaining relationships with strategic stakeholders. This role assures quality of audit reports, information advisory letters data and provides briefings verbally and in writing to Director of AEI, senior management and other stakeholders. The TL also conduct audits when required.

Specific tasks of this role include:
• Providing expert-level advice for audit program development and execution, management systems, audit planning and projects to address regulatory issues and improvements across safety, environment, integrity, damage prevention and/or security program
• Providing strategic advice regarding performance of regulated companies with respect to management systems, safety and environmental oversight
• Leading the creation, delivery and communication of the CER’s annual audit Compliance Verification Activities from planning, through execution, to closing of audits as well as the continual improvement of the audit process; this also includes quality assurance/quality control (QA/QC) of the audit process/program
• Leading development, improvement, execution and maintenance of audit processes including writing of the policies, procedures and work instructions or mentoring others to perform these tasks
• Establishing and maintaining communication among the CER’s technical programs (Pipeline Integrity, Safety, Damage Prevention, Emergency Management & Security, and Environmental Protection), and Compliance Program Managers on safety and environmental oversight activities and issues
• Engagement with stakeholders through delivery of presentations and workshops
• Assisting the Director AEI Team with leading, and assessing performance of auditors through staffing, coaching, mentoring and evaluation
• Writing of briefing notes, policies, procedures, work instructions, audit reports; other types of reports, reviewing other people's written materials

Experience:

E1 Significant experience in developing and conducting regulatory (non-financial) audits and the continual improvement of a compliance audit program within a regulatory environment

E2 Significant experience with development, implementation, or evaluation of management systems

E3 Minimum of 5 years of experience in one of the following fields within the energy sector:
a) safety or environment
b) damage prevention
c) pipeline/asset integrity
d) emergency management

E4 Experience leading technical teams and/or multi-disciplinary project teams, working collaboratively across teams within an organization, and mentoring/coaching other professionals

Note: *Significant experience is typically gained through at least eight years of work, demonstrating depth and breadth in progressively complex responsibilities.

Asset Qualifications
AQ1: Possesses ISO certifications, or lead auditor certifications and/or experience with the application of CSA Standards and regulations/legislation (e.g., CER’s OPR)

AQ2: Experience in the pipeline or energy industry in Canada

AQ4: Knowledge of Tableau, Power Bi, advanced excel or other tools used to build queries and analyze data

AQ5: Ability to translate word documents/reports into useful data; development of business requirements for the implementation of data software to aid business in continual improvements

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB‑12 position is like an ENG-05 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2024 (NEB-12), $137,564 - $167,371

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
· annual performance pays which includes elements of individual performance and corporate performance
· annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in a single annual payment.
