Assessment accommodation

Duties

The Centre for Learning in Intercultural Effectiveness and International Assistance Policy (CFSC) supports Global Affairs Canada and other federal government employees in meeting departmental and Government-of-Canada international priorities through learning and development. Within Intercultural Effectiveness, the Centre provides training on intercultural effectiveness, Diversity & Inclusion, Gender-based Analysis Plus and other related courses. Within International Assistance, the Centre is responsible for providing training to international development, humanitarian and peace & security staff on topics including Results-based Management, Gender Equality, the Environment and Climate Change, etc.

The Centre also provides training to non-governmental organizations and the private sector.

CFSC is comprised of a management team, approximately eight (8) Learning Advisors (ED-EDS-02), and a coordination and administration team. CFSC is based within the Bisson Campus in Hull, Quebec.

GAC will be following the direction from the Office of the Chief Human Resource Officer on the introduction of a common hybrid work model across the federal public service. This common hybrid work model will consist of work on site at least three (3) days each week.

Intent of the process

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in education, linguistics, sociology, psychology, mathematics, physics, home economics or some other specialty relevant to the positions in the classification.

Note:
When education is required, candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
- Experience in delivering training to adult learners

- Experience in designing, managing and evaluating adult learning programs and projects using an Adult Education instructional design framework(s)

- Experience in assessing individual and organizational learning and performance needs

- Experience in defining the scope, objectives and statement of work of projects, and negotiating contractual arrangements with clients

- Experience in the course management and/or facilitation of training in one or more of the following areas: International Assistance, Results-based Management, Human Rights-based Approaches

- Experience in coordinating or managing learning programmes related to international assistance or international development

- Experience using current technologies for the design and implementation of online (synchronous and asynchronous) and/or in-classroom learning

ASSET QUALIFICATIONS

EDUCATION
Masters degree from a recognized university, with acceptable specialization in education, social sciences, international relations, intercultural studies, international development or in any other field relevant to the work to be performed.

Degree equivalency

EXPERIENCE
- A minimum of three (3) consecutive months experience working and living outside of Canada in a cultural context that is not your own

- Experience in the facilitation of workshops and other forums involving a range of stakeholders for the purposes of decision making, work planning, lessons learned and other team functions

- Experience in the management of client relations with public, private or non-profit organizations that have an international focus

- Experience in the implementation of capacity building programs in the context of international development or international assistance programs

- Experience working with current international assistance program or project management frameworks and methodologies (e.g. Results Based Management, Logic Models, Outcome Mapping, etc.)

ABILITY
- Ability to communicate fluently in a language other than English or French

Knowledge of the competencies required to design training in one of the following areas: Human-rights Based Approach, Feminist International Assistance Policy or International Assistance

- Ability to apply adult learning theories, principles and practices in designing virtual and in-classroom learning interventions
- Ability to communicate effectively orally
- Ability to apply project management systems and processes to manage multiple projects concurrently
- Ability to prepare clear and concise communications in writing
- Ability to work effectively with tight deadlines and shifting priorities
