Duties

The Gateway will be a small space station that will be orbiting the moon. CSA is providing the external robotics system as an element to the Gateway, along with future payloads related to health, space medicine and lunar surface exploration.

In order to support ongoing work for the development of the Extra-Vehicular Robotic (EVR) system, CSA is looking for Integration Engineers to support program planning with internal stakeholders and external partners as part of the Gateway Program Integration (PI) group.

HYBRID MODEL
The Canadian Space Agency (CSA) has opted for an approach whereby personnel work on site at least three days a week. Operational needs may require personnel to work on site more than the minimum three days per week.

Intent of the process

The intent of this selection process is to staff one position on an indeterminate basis. A pool of qualified or partially qualified candidates will be established in order to staff positions within Space Exploration, Gateway Program directorate at the Canadian Space Agency with various language requirements, tenures, and security requirements.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

ESSENTIAL QUALIFICATION - EDUCATION:
• Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.
OR
• Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the duties of the position to be staffed.

Degree equivalency

ESSENTIAL QUALIFICATION - EXPERIENCE:
EN-ENG-03:
• Two (2) years of experience within the last five (5) years in evaluating, analyzing and solving engineering or operations problems and in making recommendations;
• One (1) year of significant* experience within the last five (5) years working in a co-operative program with various stakeholders.

*Significant is defined as the depth and breadth of experience.

EN-ENG-04:
• Six (6) years of experience within the last ten (10) years in evaluating, analyzing and solving engineering or operations problems and in making recommendations.
• Six (6) years of experience within the last ten (10) years in providing technical advice in the engineering field.
• Significant experience* in conducting research, analyzing information, developing options and making recommendations related to program policies, program operations or program service delivery.
• Significant experience* in establishing partnerships and negotiating or collaborating with internal or external stakeholders (i.e. other federal government departments, international partners, public or private sector organizations) in a programmatic or operational environment.

*Significant experience is defined as experience associated with having performed a broad range of related activities, which would normally be acquired over a period of at least three (3) years.

ASSET QUALIFICATIONS - EXPERIENCE:
EN-ENG-03:
• Approximately two (2) years of experience within the last seven (7) years in consulting, negotiating or collaborating with various stakeholders in a programmatic or operational environment;
• Experience in a space engineering discipline such as but not limited to: system engineering, software engineering, mission operations, safety and mission assurance, software and/or simulation, ground segment, User application development and testing, production, project management;
• Experience in planning and monitoring elements of work of an engineering project or program, such as but not limited to; cost and schedule analysis, risk analysis and management, strategic planning, commercialization planning;
• Experience in preparing plans and procedures, analyzing, performing simulations, performing test and verification, reporting or providing recommendations for in-orbit systems;
• Previous experience with a console position in a flight control room, payload operations center, operations and engineering center or increment management center;
• Experience working with flight software or products, or ground related tools.

EN-ENG-04:
• One (1) year of experience within the last five (5) years in planning, leading and monitoring elements of work of an engineering project in an operational environment and providing program or project support or coordination services;
• Experience in applying standard project management principles and practices, emphasizing on the monitoring and control of scope, cost, schedule, Contract Management (development of Contract work plans and contractual documentation), and risks for projects using work breakdown structures approach and the use of project management software tools;
• Experience working in an international cooperation program;
• Experience conducting risk assessments, financial analysis, or statistical analysis to collect data, developing observations, conclusions and presenting recommendation;
• Experience in the interpretation and in providing technical advice and guidance on the application of government policies, regulations or legislation in the delivery of programs;
• Experience in developing or preparing documents for senior management**, officers, senior analysts, or for other departments (such as policy analyses, issue analyses, briefing notes or presentations) on complex** strategic issues or initiatives;
• Experience working with the Mobile Servicing System (MSS) flight software or flight products.

**Senior Management is defined as director level and above.
***Complex is defined as referring to at least one (1) of the following characteristics:
• involving multiple partners or stakeholders,
• accountability for decision(s) made that may have an impact on clients or the organization;
• In-depth interpretation of federal laws, policies, regulations, guidelines or programs

EN-ENG-03 & EN-ENG-04:
• Experience in the development, testing, validation or implementation of operational space, aerospace or military hardware or real time software;
• Experience in participating in internal or external multidisciplinary teams and working groups.

ASSET QUALIFICATION - KNOWLEDGE:
• Knowledge of Configuration Management processes.
