Duties

Delivers (EG03) and leads/supervises (EG04) fire and vegetation management operations, applied science, monitoring and/or active management projects or environmental assessments in support of a resource management program.

Intent of the process

The results of this process will be used to fill multiple Term EG 03 positions and 1 x Term EG 04 position.

The results of this process may also be used in the future to fill permanent or temporary vacancies that may arise at the Resource Management Officer I (Fire Technician), EG 03 or Resource Management Officer II (Assistant Fire Management Officer), EG 04 group and level, in the same, or other, areas within the Parks Canada Agency with full or part-time hours for various tenures, such as: Indeterminate, Term, Acting Assignment or Assignment at level, depending on status of the selected candidate.

The work location for the EG 03 positions will be McKay Compound, Radium Hot Springs, BC, however there may be a possibility for 1 x EG 03 (Term) position to work from Lake Louise, AB, or Yoho National Park, BC.
The work location for the EG 04 position will be in McKay Compound, Radium Hot Springs, BC.

EDUCATION (Both Streams)

Minimum completion of two years of a post-secondary program related to environmental and/or natural sciences (e.g. biology, ecology, forestry) OR an acceptable combination of education, training and experience in a field related to the position. *

*Proof of education will be required at time of interview

Degree equivalency

EXPERIENCE (Both streams)
• Experience travelling and working in the field and performing various fire line duties.
• Experience preparing technical/scientific reports, manuscripts drafts, protocols, presentations, web site information, public presentation or displays.
• Experience participating in research or active field management projects. For example: development of prescribed fire or fuels management plans, implementation of prescribed fire, etc.

Additional Experience Required for EG04
• Experience interacting with a variety of stakeholders with regards to fire management.
• Experience supervising fire management crews during periods of high and extreme fire danger and on the fireline.
• Experience assuming a leadership role and making recommendations regarding fire management projects and operations including prescribed fire, wildfire risk reduction, and emergency wildfire operations.

ASSET QUALIFICATION (Both Streams)
The asset qualifications are not essential to the job, but may be an asset in carrying out the duties of the position. They may be used in screening, assessment or determining right fit for this selection process.

EDUCATION
• Certified successful completion of the Canadian Interagency Forest Fire Center Advanced Fire Behaviour course (S-490)
• Certified successful completion of Incident Command System I-200 course.

Degree equivalency

EXPERIENCE
• Experience with wildfire management planning, including planning activities related to wildfire risk reduction and/or prescribed fire.

KNOWLEDGE (Both Streams)
• Knowledge and application of the Incident Command System (ICS)
• Knowledge of the Fire Weather Index (FWI) and Fire Behaviour Prediction (FBP) systems, particularly as they relate to fireline safety, including assumptions and application within wildfire management.
• Knowledge of specialized technical and scientific equipment operations and maintenance requirements.
• Knowledge of terrestrial environment, vegetation and wildlife characteristics, as well as weather conditions in one or more regions in Canada; particularly how they relate to wildfire management.
• Knowledge of fire management activities, strategies, and tactics for both wildland and prescribed fires and delivering related training.

Additional Knowledge Required for EG04
• Knowledge of advanced wildland fire behaviour concepts and prediction, including the Fire Weather Index (FWI) and Fire Behaviour Prediction (FBP) system, particularly as they relate to fireline safety.

ABILITIES (Both streams)
• Ability to collect, monitor and/or analyze spatial and non-spatial data using various automated software and applications
• Ability to plan, implement and manage projects and field work in areas such as fire and ecosystem ecology research/monitoring, wildfire management, prescribed burning, forest fuel management, training, and others
• Ability to prepare and present technical and/or scientific reports and to communicate with a variety of audiences using variety of techniques
• Ability to determine operational requirements, activities, and mechanisms for fuel management, prescribed fires, and emergency wildfire response

• Ability to organize, train, and supervise a team of fire operation specialists

OPERATIONAL REQUIREMENTS (Both Streams)
• Willingness to wear a Parks Canada uniform and prescribed protective equipment.
• Willingness to work and/or travel in varied terrain, weather conditions, isolated locations and by various means of transportation
• Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays, when required
• Willingness to obtain certification in the operation of various forms of ground (e.g. all terrain vehicles) and marine (motorised and non-motorized vessels) as required
• Meet and maintain Standard First Aid and CPR/AED certification.
• Maintain eligibility to meet hover exit certification for light and intermediate helicopters.

Conditions of employment

CONDITIONS OF EMPLOYMENT (Both Streams)
• Obtain and maintain a reliability status security clearance.
• Maintenance of a valid Class 5 Driver’s Licence (Class L, N or other graduated license will not be accepted).
• Will be required to undergo and pass pre-placement and periodic medical assessments, including:
o Occupational Health Assessment for firefighters;
o Successful completion of Moderate Fitness Test as per the Parks Canada Standard Operating Procedure, "Fire Management Workplace Fitness Capacity Test”
