Intent of the process

The intent of this process is to fill the following positions:

• One (1) position on an indeterminate (permanent) basis in Yellowknife, Northwest Territories - English essential
• Three (3) positions on an indeterminate (permanent) basis in Ottawa, Ontario - Bilingual imperative BBB/BBB

A pool of essentially qualified candidates may be established and may be used to staff identical or similar positions at the Department of National Defence.

EDUCATION:

A secondary school diploma or employer-approved alternatives.

Note:

The employer-approved alternatives to a secondary school diploma are:
• A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
• An acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

• Experience in developing or implementing procedures and guidelines.
• Experience in providing technical advice to various parties.
• Experience in working in a multi-disciplinary engineering or technical environment.
• Experience in interpreting and applying relevant legislation, regulations, policies, procedures, or guidelines.
• Experience in inspecting and evaluating work sites, buildings, or other facilities.

* Experience will be assessed in terms of the depth and breadth of activities, the complexity and diversity of work handled, as well as the level of autonomy demonstrated.

ASSET EDUCATION:

• Successful completion of a post-secondary program from a recognized post-secondary institution in a field relevant to the duties of the position.

Degree equivalency

ASSET OCCUPATIONAL CERTIFICATION:

• Certified Engineering Technologist (C.E.T.) or Certified Engineering Technician (CTech)
• Project Management Institute (PMI) or Project Management Professional (PMP) certification (or equivalent)
• TSSA Certified Petroleum Mechanic 3 (PM3)
• Canadian Armed Forces (CAF) Water, Fuels and Environment Technician (WFE TECH) – DP2 qualification or higher

ASSET EXPERIENCE:

• Experience in providing engineering design and technical support services for maintenance or construction projects.
• Experience in leading project teams.
• Experience in managing SharePoint folders and document repositories.
• Experience in managing Fire and Life Safety systems.
• Experience in applying health and safety standards and maintaining compliance.
• Experience in managing contract administration.
• Experience in managing a preventative maintenance program.
• Experience in reviewing, researching and developing technical documentation such as specifications, Statements of Work, technical Statements of Requirements, drawings, and cost estimates.
• Experience in developing, implementing, or managing an Environmental Management System.
• Experience in conducting environmental risk assessments or investigations.
• Experience in applying federal storage tank regulations.

ASSET KNOWLEDGE:

• Knowledge of Project management principles.
• Knowledge of Life Safety systems.

OPERATIONAL REQUIREMENTS:

⭐ Depending on the position being staffed, operational requirements may be considered conditions of employment.

• Willing and able to undertake extensive travel to remote locations.
• Willing and able to work overtime as required.
• Willing and able to comply with applicable safety regulations and procedures including wearing of appropriate personal protective equipment (PPE).
• Willing and able to work at heights and in enclosed spaces.
• Possess and maintain a valid unrestricted provincial or territorial driver’s licence valid in the location of work.
• Willing and eligible to obtain and maintain a Departmental driver’s licence (DND 404).

Conditions of employment

Reliability Status security clearance

• Strict adherence to the Department of National Defence and Canadian Forces Code of Values and Ethics, Values and Ethics Code for the Public Sector, Directive on Conflict of Interest, and Defence Administrative Orders and Directives (DAOD) 7021-1, Conflict of Interest.

For positions in an isolated post:

• Meet and maintain the Health Canada occupational health evaluation in accordance with Treasury Board policy.

Preference
