We are looking for Senior Financial Analysts who are ready for a stimulating, high-impact role that directly supports key departmental and Government of Canada priorities. Stream 1: Financial Policy

As a Senior Financial Policy Analyst, you will provide authoritative interpretation and analysis of Treasury Board (TB) policies, National Joint Council (NJC) directives, and internal departmental policies, helping ensure that financial management across the department is rigorous, compliant, and strategically aligned.

Reporting to the Manager, Financial Policy, you will contribute directly to strengthening financial stewardship, improving internal controls, and supporting evidence-based decision-making at all levels of the organization.

Stream 2: Financial Systems

As a Senior Financial Systems Analyst you can assess the potential impacts of technical solutions on the department and ensure that financial management systems and procedures comply with legislation, policies and business requirements.

Reporting to the Manager, Financial Systems and Corporate Reporting, you will help provide strategic advice and guidance and make recommendations to senior management on integrating financial management systems and business practices into financial management frameworks.

Stream 3: General

The Finance Directorate is growing and seeks Senior Financial Analysts and Supervisor Financial Analysts for a variety of roles including Accounting Operations, Corporate Reporting, Internal Controls, Financial Management, Costing and Financial Management Advisor Services. These roles offer you the opportunity to contribute to CSE’s mission while ensuring sound financial stewardship, proposing solutions and recommendations in support of sound decision making.

Salary

UNI 09 - $107,061 to $125,949 plus allowances (under review)

These positions may be eligible for the Chief Financial Officer (CFO) transitional allowance and the Financial management group allowance. These are additional allowances which do not form part of the annual salary. They are negotiated through the collective bargaining process and are currently under review.

Area of selection

Open to Canadian citizens employed by the federal public service within the National Capital Region, who currently occupy a substantive FI 02/CT FIN 02 or FI 03/CT FIN 03 classification or equivalent classification in separate agencies of Schedule V of the Financial Administration Act.

Location

All jobs are in Ottawa, Ontario. CSE has two accessible facilities. Flexible work arrangements, including telework for a portion of the work week, may be possible.

An Enhanced Top Secret (ETS) security clearance is a condition of employment that must be met before an offer can be made.

Essential qualifications

In order to be considered, your cover letter must clearly explain how you meet the following education and experience requirements.

Education

You must have either one of the following:

  • A degree from a recognized post-secondary institution, with a specialization in accounting, finance, business administration, commerce, or economics.
  • The educational program must be recognized in Canada, and you must be able to provide proof of education credentials.

Experience

For all positions:

  • Recent*and significant** experience in analyzing information, providing financial advice, and making recommendations to senior management.
  • Recent* and significant** experience preparing briefing materials, reports, and presentations for management.

*Recent is defined as experience having normally been acquired within the last six years.

**Significant is defined as having performed the duties for a minimum period of four (4) years within the last six (6) years at the CT-FIN-02 level or one (1) year within the last six (6) years at the CT-FIN-03 level.

Stream 1 - Financial Policy

  • Experience in the development, implementation and applications of policies, procedures and directives.
  • Experience in researching, interpreting and applying central agency policies, legislation, directives, guidelines, standards, and departmental procedures.

Stream 2 - Financial Systems

  • Experience in the design, development, review, testing or maintenance of business processes, procedures, controls, data, and software applications that produce financial and related non-financial information.
  • Experience evaluating individual modules of financial management systems to determine impact for potential improvement or replacement.

Stream 3 - General

  • Experience in three or more of the following:
    • Internal budgeting, forecasting, financial reporting, or financial analysis (including activities such as extracting, compiling, and analyzing information).
    • External reporting (Estimates, Trial Balance, Financial Statements, etc.).
    • Costing (including activities such as the development and delivery of costing models).
    • Accounting operations (such as recording, reporting, analyzing, and tracking financial transactions related to revenues and expenses).
    • Internal control (development, implementation or application of controls).
    • Financial management advisory services (provision of advice, guidance, and financial services in the areas of planning, budgeting, costing, and reporting).

Official language requirements

  • English essential, or
  • Bilingual imperative: Various language profiles such as: BBB/BBB or CBC/CBC

Competencies

  • Financial knowledge and skill - Knowledge of financial practices and procedures.
  • Financial management systems and process - Application of Financial Management Systems to support the automation of financial processes.

Stream 1 – Financial Policy

  • Development, implementation and application of policies, procedures and controls that focus on long-term goals and objectives and that are compliant with legislation and central agency direction.

Stream 2 – Financial Systems

  • The design, development, review, testing and maintenance of business processes, procedures, controls, data and software applications that produce financial and related non-financial information.
