As a key leader supporting the Enterprise Data and AI program, you will play a critical role in leading governance and shaping how the City manages and delivers digital services. This role sits at the intersection of strategy, governance, and enterprise transformation, helping to ensure that digital investments reflect responsible use, and deliver real business value for the City and the communities it serves.
Reporting to the Director, Digital Policy & Office of the CTO, you will lead the digital policy team, providing strategic direction, governance oversight, and leadership across a complex portfolio of initiatives. You will work across divisions and with external partners to drive coordinated, forward-thinking digital governance that supports Toronto’s evolving digital ecosystem.
What can you expect to do?
Driving enterprise digital strategy and governance
You will lead the implementation of the Digital Infrastructure Strategic Framework and mature the City’s governance framework for artificial intelligence and be the subject matter expert on emerging digital trends, policies, and standards that ensure initiatives are delivered consistently, responsibly, and with measurable outcomes.
Leading governance, reporting, and accountability
You will prepare briefing materials and reports for senior leadership and City Council, ensuring transparency and accountability in program delivery. You will lead committees and governance forums, providing updates, insights, and recommendations on key initiatives.
Leading complex, city-wide programs and portfolios
You will ensure projects are effectively planned, sequenced, and delivered, including managing timelines, budgets, and interdependencies across multiple initiatives.
Leading and developing high-performing teams
You will lead, coach, and develop a multidisciplinary team, fostering a culture of accountability, innovation, and continuous learning. You will create an environment where employees feel supported, engaged, and empowered to contribute to complex, high-impact work.
Providing strategic advice and shaping solutions
As a trusted advisor to senior leadership, you will analyze complex challenges, develop innovative solutions, and provide recommendations that improve programs, policies, and service delivery. You will contribute to business case development, feasibility assessments, and long-term planning to support informed decision-making.
Building strong partnerships and collaboration
You will work closely with City divisions, agencies, boards, and commissions, as well as external partners including vendors, academia, and non-profits. Through these relationships, you will drive collaboration, align priorities, and ensure coordinated delivery across the Enterprise Data and AI ecosystem.
You will be supporting procurement and vendor management activities, including contributing to RFPs, vendor selection, and oversight of external partners to ensure successful delivery.
Strengthening resource and performance management
You will establish and oversee resource management frameworks, including capacity planning and resource allocation to support effective delivery. This includes monitoring budgets, tracking performance metrics, and ensuring projects deliver measurable value while remaining within scope and financial targets.
Advancing innovation and continuous improvement
You will stay informed of emerging trends in digital services and urban innovation, identifying opportunities to enhance programs and introduce new approaches. You will champion modern methodologies such as agile delivery and human-centered design to improve outcomes and service experiences.
