Job Summary:

To provide senior level strategic advice, manage issues and develop operational policies and procedures for the consideration of the Executive Director, Finance Shared Services and Senior Management team. The Policy and Planning Advisor will also be responsible for coordinating requests for research activities and managing all aspects of assigned projects including stakeholder engagement and consultation to contribute to the continuous improvement initiatives of the effectiveness and efficiency of the Office of Finance Shared Services.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Consults and provides strategic advice to the Executive Director, Finance Shared Services and Senior Management team regarding research, reports and corporate initiatives.
  • Drafts/develops presentations for the Executive Director, Finance Shared Services on corporate and Office of Finance Shared Services initiatives and/or other required topics.
  • Manages high volume day to day operational issues for the Office of Finance Shared Services.
  • Develops and prepares standard operating procedures and guidelines for the implementation of new policies, practices, protocols, by-laws and by-law amendments, etc.
  • Develops options for operational policies and procedures, management practices, performance measures and recommends changes to support management functions and improve efficiency and effectiveness of service delivery.
  • Drafts reports for the Executive Director, Finance Shared Services on corporate and Office of Finance Shared Services issues, projects and related matters.
  • Deals with confidential and sensitive information affecting operations, assets and resources.
  • Analyzes the potential impact of proposed legislation and regulations and recommends changes to operational policies or procedures to comply with any changes in legal mandates.
  • Manages input into the City's Agenda Management System and attends strategic meetings to ensure the interests of the Office of Finance Shared Services are represented in a coordinated fashion.
  • Reviews and analyzes Council and Committee agendas, reports, including in-camera and decisions identifying items for the Executive Director, Finance Shared Services and Senior Management that will impact on operations and initiates necessary action to respond to these items. Maintains records and tracks directives regarding outstanding reports.
  • Maintains a continuous and thorough knowledge of current corporate and other service areas issues and initiatives.
  • Provides liaison between the Chief Financial Officer and Treasurer and the Executive Director, Finance Shared Services as well as key internal and external stakeholders and Agencies, Boards, Commissions and Committees.
  • Participates on various Committees and Task Forces as an Official of the Executive Director, Finance Shared Services representative.
  • Directly manages multiple high-priority projects.
  • Provides leadership to project teams, coordinating multiple stakeholder interests (divisional staff, consultants, other divisions, City agencies, and external parties).
  • Drafts responses and provides guidance in the development of briefs, memos, procedure documents and other material.

Key Qualifications:

  1. Post-secondary education in Business/Commerce/ Economics, public administration public policy political science or a discipline pertinent to the job function, or an equivalent combination of education and experience. Public sector experience required, and Municipal government experience would be asset.
  2. Extensive experience providing senior-level strategic advice, with a focus on operational program development, implementation, and evaluation including the ability to identify opportunities for improvements to service efficiency and effectiveness.
  3. Extensive experience managing high priority projects involving multiple stakeholders and the ability to facilitate decision making in cross divisional projects with proficiency in conflict resolution in complex, multi-stakeholder situations.
  4. Extensive issues management experience in a large public sector organization, combined with in-depth knowledge of Committee and Council proceedings, current corporate policies, programs, issues and initiatives.
  5. Ability to operate in a leadership role and communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials, external clients, vendors, other levels of government, etc. with experience in preparing reports and developing presentation materials on various topics.
  6. Ability to work effectively with colleagues, managers and direct service staff in identifying and meeting the needs of the Office.
  7. Highly-developed customer service and interpersonal skills with the ability to communicate effectively with all levels of the organization and develop strong internal and external relationships.
  8. Excellent research and analytical skills and proficiency in research methodologies to support policy and procedure development and development of best practices.
  9. Ability to exercise independent judgment and discretion in dealing with sensitive and confidential matters and demonstrate initiative and creativity in problem-solving.
