The Purchasing & Materials Management Division is a critical function within the City of Toronto’s complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations in order to procure goods and services at the best value. As part of its commitment to ensuring open, fair, equitable and accessible business processes and practices, the Division utilizes a fair and transparent procurement process, provides leadership and quality customer service, and implements the highest standards of business ethics across the organization.
Under the direction of the Supervisor, Business Services and Strategic Planning, the Coordinator, Purchasing Services (Social Procurement) will provide advice, training and assistance to Purchasing and Materials Management Division's (PMMD) clients in all aspects of the Social Procurement Program and related purchasing matters. The Coordinator, Purchasing Services (Social Procurement) will also proactively engage clients with social procurement opportunities, where appropriate, and assist with engaging Indigenous, Black and diverse suppliers and social enterprises.
Social, Indigenous and Sustainable Procurement:
The City of Toronto is committed to driving inclusive economic development through its Social Procurement Program, which encourages supplier diversity and workforce development through procurement.
Fostering First Nations, Inuit and Métis procurement and prosperity is a part of the City of Toronto’s Reconciliation Action Plan (RAP), in particular Action 20: Improve Indigenous Economic Development, and specifically Action 20.D - enhancing opportunities for Indigenous businesses. The RAP was unanimously endorsed by City Council in 2022 and guides the actions the City of Toronto will take to advance truth, justice and reconciliation, including actions relating to decolonizing the procurement process.
Enhancing sustainable procurement is a key priority for the City, set out in Action 25 of the TransformTO Net Zero Strategy, an ambitious strategy to reduce community-wide greenhouse gas emissions in Toronto to net zero by 2040 that was adopted by City Council in 2017 are less harmful to the environment.
