We are searching for a Sr. Digital Supply Chain Manager to join our Workforce Management (WFM) team within Content Publishing Operations as our Capacity PM. In this role, you will design capacity strategies and lead programmatic workforce optimization across a global operations network. You will own the frameworks that determine how headcount is allocated, reallocated, scheduled, and planned — ensuring our workforce investment is continuously optimized to meet evolving business needs across multiple programs, sites, and geographies.
This is a high-impact, high-ambiguity role where you will build from the ground up: designing reallocation decision criteria, creating capacity models that look 12+ weeks ahead, establishing scheduling strategies, and developing workforce continuity planning frameworks. You will partner directly with senior operations leaders to solve complex capacity challenges, influence resource allocation decisions, and drive adoption of standardized capacity management practices across the organization. The ideal candidate is a strategic thinker who can design scalable frameworks, navigate competing stakeholder priorities, lead through influence, and deliver programmatic solutions in a fast-moving environment.
This role is based in San José, Costa Rica and operates within a global team spanning the U.S., Costa Rica, and India.
Key job responsibilities
- Design and own reallocation frameworks and decision criteria that determine how and when headcount moves across sites, programs, and workflows to maximize network-wide efficiency
- Build and maintain network-wide capacity models that provide 12+ week forward-looking capacity recommendations, enabling proactive resource planning
- Create work allocation SOPs and scheduling strategy designs that maximize workforce productivity and minimize idle capacity
- Lead cross-site optimization initiatives — identifying opportunities to rebalance headcount across the network based on capacity data, volume trends, and business priorities
- Establish resource accounting methodology and standards that ensure accurate tracking of workforce deployment and investment
- Develop workforce continuity planning frameworks including labor reserve sizing strategy, attrition backfill prioritization, and business continuity protocols
- Design workforce ramp and onboarding frameworks that establish realistic productivity curves for capacity planning during hiring and reallocation periods
- Partner with senior leadership on high-ambiguity allocation challenges, presenting data-driven recommendations and facilitating strategic workforce decisions
- Drive adoption of capacity management frameworks and standards across the organization, influencing Site Operations and cross-functional partners to operate within standardized approaches
- Develop workforce flexibility mechanisms that enable the organization to respond rapidly to volume fluctuations, program changes, and emerging staffing needs
About the team

We operate in the critical space between Resource Planning and Site Operations — translating funded headcount into optimal deployment strategies, establishing measurement systems, validating efficiency gains, and providing capacity analysis across a multi-site, multi-program network spanning Costa Rica, India, and Japan.
